Controversial O.C. politician loses local GOP leadership post

PaulyDeborah Pauly, the outspoken Villa Park councilwoman who drew community ire when she protested outside an Islamic charity event, was removed this week from a leadership position with the Orange County Republican Party's central committee.

Party officials said Pauly, who is running for county supervisor, has been a divisive figure.

Her removal comes days after Orange businessman Bob Walters mailed letters on Pauly's behalf to voters on "George Wallace for President"? letterhead. The stationery appears to have been left over from Walters' stint as chairman? of Wallace's failed campaign for president in 1967.

The mailer urged citizens to vote for Pauly, who is in a heated race for a supervisor?s seat, and was the subject of a complaint to the state's Fair Political Practices Commission.

Pauly previously told the L.A. Times that she did not know of Walters? ties to the former governor, who was associated with segregation during his years in power.

The Villa Park councilwoman sparked outrage last year when she appeared outside a charity function. "I know quite a few Marines who will be very happy to help these terrorists to an early meeting in paradise," Pauly said at the time.

In 2010, Pauly was taken to task after writing on her Facebook page that applauding President Obama?s healthcare bill was ?like applauding a mugging or a rape.?

On Monday, Pauly was removed as first vice chair of the county's Republican Party on a motion by Scott Baugh, the chairman of the GOP.

Baugh said that Pauly is a divisive force in the party at a time when unity is needed. ?These are not just my opinions, they?ve been brought to me by dozens and dozens of people who share my concerns,? he said at the meeting.

?She makes statements out there that I?m constantly having to defend,? he said.

Pauly did not return a request for comment. Neither did Baugh.

At the meeting, which was videotaped, Pauly said that she is being criticized because she is not an ?establishment status-quo Republican.?

She blamed Baugh for attempting to taint her supervisorial campaign against Todd Spitzer, a former state assemblyman and supervisor.? ?You are being used as political pawns in a game,? she told committee members.

Emily Sanford, a longtime member of the party, said in a letter to the committee that over the years she has seen many officers come and go, but Pauly?s behavior stands out.

Pauly, Sanford wrote, seems to ?enjoy being unnecessarily provocative."

She said that Pauly's statements only make the Republican Party appear "insensitive."

A small group of protesters, including Donald Craig, the president of the Orange County chapter of the NAACP, spoke about the Wallace letterhead mailer at a Villa Park council meeting Tuesday night before being cut off by the city attorney.

Craig said Wednesday that Pauly has not done anything to separate herself from the Wallace flier.

?It hit a nerve with us,? he said. ?You can?t be in the middle with something like this.?

NFL upholds salary cap reductions following Atlanta meeting

ATLANTA (AP) - An arbitrator has upheld the NFL's salary cap reductions on the Dallas Cowboys and Washington Redskins for this season and next.?

The Redskins lost $36 million over two years, and the Cowboys lost $10 million for overloading contracts during the uncapped 2010 season despite league warnings about such maneuvering.

Also, the NFL is making thigh and knee pads mandatory equipment for the 2013 season, a move the players' union was not pleased with since it had no input in the decision.?

Atlanta Falcons president and competition committee chairman Rich McKay said at the owners meeting today that the league can make the decision unilaterally because it is a playing rule. However, a statement from the NFLPA said any change in working conditions is a collectively bargained issue.

Browns linebacker Scott Fujita says he didn't take part in the Saints bounty program when he was with New Orleans. In his first public comments since the bounty scandal broke, Fujita says he intent on clearing his name and protecting his image. Fujita was handed a three-game suspension by the NFL for his alleged involvement in the pay-for-hits scheme.

And Hall of Fame running back Eric Dickerson is the latest former player to sue the National Football League and seek compensation for head injuries. Dickerson is the lead plaintiff among 15 men named in the suit filed Monday in federal court in Houston.?

More than 1,000 former NFL players are suing the league, saying not enough was done to inform them about concussion dangers and not enough is done to take care of them today. The league has said any allegation it intentionally misled players is meritless.

?We broke up.?

The one line that everyone has said in their life or has heard at least once in their lifetime. A couple breaking up is no longer a shocking incident. What is shocking is the rate at which it is happening. Divorce rates are high. Couples in the 25-35 age group accounted for 70 per cent of the cases, and 85 per cent of them were filed in the first three years of marriage.

So what goes wrong? Why do things start to crumble? I have one theory.

Suppose all relationships are the same, love or arranged, long distance or living together, etc. Suppose it?s been the same since the cave man came home with the food and presumed his wife would cook it for him. Suppose I say that the relationship from the time of the 50s when the man was supposed to go to work and the woman was supposed to be at home looking after the house and the children is the presumption that is still prevalent today. A basic primitive state still exists. There has been no evolution in relationships at all!!

The basic state of a relationship is that of a Provider and Nurturer.

A provider is one who is economically stronger. He or she (and I will continue with the `he? for now since it is predominant in our society but not absolute) is the one who is giving the money in the house for the food, clothes, education and shelter. Basics. He feels these are the major part of life and he has done his ?duty? to the woman. A modern woman however needs more. She needs love, understanding, and intellectual stimulation and wants to feel she is growing as an individual in the relationship as well. If a woman is working, she is able to provide the basics for herself. Therefore, what she needs from the man is the ?nurturing.?

Why was it simpler in the earlier times? It was because there was no dichotomy of this provider- nurturer equation. Men gave money. Women went to other women to gossip, sew sweaters, and exchange their feelings. Also by being the Provider, the man did not need to ?fulfill? the roles of the nurturer. He had done his job. He didn?t need to give any more. He didn?t need to understand the emotions of a woman, why she was upset, or why she needed to sit and talk for hours about no problem but life in general. These things were just not done between men and women. Each had their role and they had the authority to make those decisions on that ? Women with a house. Man with his job. This can be seen in many shows of the times. Wonder Years comes to mind.

Today, a few working women are happy to have a man who can give them a big sea facing house in a posh locality and have less of the nurturing required. It becomes an 80-20 ratio. And that man can give that 20% and the relationship is stable. Some require a man to give less of the nicer things of life and require more of the other aspects. This can also have a happy relationship if the two people find a balance of the give and take. Each couple needs to find the balance in this state. How much each wants and how much one is willing to give.

Men will say that they cannot understand what women want. However, they do understand it. They understand it so perfectly that they have displayed their skill in it in the wooing phase. When the ?hunting? phase is on, their charm is turned on from not only sitting and talking for hours with a woman but getting her so completely that she feels that he is the ?one? who gives her both the provider-nurturer that she?s been looking for. He can charm her with his knowledge, of TV, books, music, films, or whatever she is interested in. Hence, he has shown that he can be the nurturer. Eventually he decides how much of that he wants to continue with since he has also slipped into the role of the provider for her.

Many relationships have seen this in different disguises. Rich men, ambitious women. Powerful bosses, young female corporate climbers, wealthy industrialists ? young actresses. The provider- nurturer relationship continues.

I see many women having insecurity about money. Somewhere it has been ingrained in most women that more money is always good. It doesn?t matter how much you earn, how much you will need will never be known. In addition, what if one day you have a child, and don?t want to work, if the money dwindles from your account then at least you have the man?s. If something happens to you, you have a person looking after your financial needs.

The problem comes when the women not only want the funds to run a house, enjoy a lifestyle and feel independent; they suddenly want the nurturing quality from the men as well. The man then says, ?But I give you whatever you need. What more do you want??

Woman, ?You don?t understand. I don?t want all this. I just want you.?

Man, ?You have me. Now leave me alone!?

Woman goes off fretting and fuming about how the man has changed from what she thought he was and the man sits and sulks about how she is continuously needy.

Is there a solution. Yes. You can communicate the percentage of the providing ? nurturing you need, that you?re willing to give and then figure out how to manage the rest on your own. Expectations will then need to find a balance.

One way is if a woman clearly defines that she DOES NOT need a man to give her any of the provider elements but only the nurturer elements it could make it easier to understand it. This is difficult sometimes for a man to comprehend because he presumes in the end she will want the ?same thing as all other women? ? marriage, house, children, and dinners. Everything that costs money for which he will have to pay. Therefore, a woman might need to continuously say that it?s not the case and mean it.

The second alternative is for the woman to realize that the Provider ?Nurturer relationship is here to stay. If you want the fine things that money can buy, maybe you?ll have a hard working man who can give that to you. Then he will need space and won?t have as much time or bandwidth to discuss your needs and quote Shakespeare. Make peace with it. Women are the ones who have started initiating divorces. They feel unfulfilled. They feel that there could be better out there. I am sure there can be. First look at the current relationship and see if you can change the percentage to become more of the provider and then ask him to be more of a nurturer.

It is easy to give up on love. Men throw up your hands and say, ?Well if I don?t make you happy I think you should seek love somewhere else.? That is not the answer. Communication of that provider-nurturer percentage is the answer. And putting the conversation to work is the solution.

Give until you can. Understand each other. Never give up easily. Get out of the relationship only when you know the equation is not working anymore despite trying everything you have.


This theory does not apply to marriages where there are alcoholics, drug users, wife beaters, dowry seekers, and general evilness that a woman should never be subjected to.?Then she should immediately take external help and leave. There are better men who will give the women what they need.

Chicago police get high marks for NATO protests

CHICAGO (AP) ? The sight of Chicago police raising billy clubs against demonstrators Sunday was the kind of image that has dogged the city's police force longer than most of those who clashed with protesters have been alive.

But Monday, a day after the clash during the NATO summit played out on television, virtually no one was talking about a "police riot," as they did in 1968 when baton-wielding officers waded into crowds of demonstrators during the Democratic National Convention. Nor was there the kind of criticism that was leveled at the Seattle police after a violence-plagued 1999 international summit.

Protest leaders outside the venue where President Barack Obama was meeting with world leaders offered a harsh assessment of police tactics. But most others praised the police for their restraint, and in public, they performed mostly as Superintendent Garry McCarthy vowed they would, from their crowd-control tactics to their interactions with protesters.

"We got them trained and equipped, and they executed the plan on all levels," McCarthy said, on the street Monday during a march outside Boeing Co. headquarters. "It hasn't been that big of a deal, quite frankly. It's almost like it was harder dealing with the hype than the event itself."

Chicago police spokeswoman Carolyn Deming said late Monday that 90 people were arrested and eight officers were injured before and during the summit. Authorities said many of those arrested were released without charges being filed.

McCarthy, who literally stood behind his troops pointing and shouting orders during the worst clashes with protesters, said Chicago's performance dealing with the protests was a "how-to" for other cities. "And that is to be patient and tolerant," he said.

The assessment was shared by some who have studied the department and its history of brutality.

"I think they helped their reputation," said Craig Futterman, a University of Chicago law professor. "Generally speaking, the CPD seemed to exercise an extraordinary amount of restraint."

From what can be assessed from publically available accounts, officers only used their batons in face-to-face confrontations with protesters pushing against police lines, what McCarthy called "assaults" on his officers. They used bicycles, both to escort protesters and as portable barricades. They employed intelligence gathering, starting long before the summit. That led to the arrests of five men on terror-related charges ? including three accused of making Molotov cocktails in a plot to attack President Obama's campaign headquarters and other targets ? days before the summit started.

Perhaps most significantly was the way officers handled alleged troublemakers. McCarthy said the officers were training to "surgically extract" individuals who broke the law in a way that disrupted crowds as little as possible ? in contrast to confronting entire crowds as the department had done in the past.

On Sunday night, for example, a few minutes after a full water bottle flew out of a crowd of protesters and into a phalanx of riot gear-clad officers in front of the Art Institute of Chicago, a team of five or six officers emerged, rushing across the street.

In seconds, they had grabbed the man they thought was responsible, dragged him back across the street and through their own front line of officers that opened up long enough for them to get by before closing ranks again.

Though there was some shouting, protesters appeared to accept what they'd just seen, with some demonstrators even joking to each other that the police had, in fact, captured the man who threw the bottle.

What they didn't see was the officers, in the minutes before the arrest, pass information to each other about who they thought threw the bottle, telling each other what he was wearing.

In fact, the officers may have had help. A key component in the plan to target individuals was using what is widely considered the most extensive surveillance system in the United States. Inside the city's emergency center, what was happening wherever protesters gathered was being watched on what looks like a movie screen, and the information being relayed back to the commanders on the street.

Officials at the Office of Emergency Management and Communications could not immediately say whether emergency workers at the center aided in that arrest but said they provided information that helped officers identify individuals who broke the law during Sunday's protest.

If that kind of communication helped police, there was one incident in which a lack of communication led to what was perhaps one of the most ominous scenes of the weekend: Those minutes when officer after officer could be seen putting on gas masks.

McCarthy said what started as radio traffic of a single protester wearing a gas mask turned into talk among the officers that turned into what many thought was an order to prepare.

"I said, wait a minute, I'm the one who is supposed to give the order for gas," McCarthy said. And, he said, he hadn't done that. "That was just a miscommunication."

Not everybody agreed the police acted properly. Whatever violence there was, said Joe Iosbaker, a protest organizer, was the fault of police, not the protesters. And he tried to compare the events with what happened on the city's streets in 1968. Dozens were arrested, and protest leaders reported a number of people injured.

"It's not the same proportion, but the images have to be discussed in that context," he said.

But other protesters didn't see it that way. Liz Floyd, of Ohio, 26, wondered why there were so many police on the street but did not think that those she saw used excessive force.

"I think they behaved overall," she said.

The police were roundly praised by Mayor Rahm Emanuel, who had worked hard to lure the summit and likely had the most to lose if it did not go well. He said he personally thanked more than 400 officers.

"They did a tremendous job under very stressful circumstances over the last four days, and they make every one of us proud," he said. "I wasn't there, but I do know this: They showed the city and the country why they are the finest police department in the country."

Futterman said that video shot by protesters, observers and the Police Department ? and the many security cameras around the city ? ultimately might show what mistakes police made.

But he said there is no disputing that police could have turned a tense situation into something much worse had they used their billy clubs more aggressively, used so-called sound cannons to create ear splitting noise or doused protesters with pepper spray.

"They had all that (at their disposal) and they didn't go there," he said.

Special Education Law Blog: Inclusive Preschools

More than 700,000 preschool children in this country, or 6.4% of the preschool population, have been identified as having special needs. ?And research has made it clear that many of these children will benefit from inclusive preschool placements where they can learn with and from their non-disabled peers.? Four reviews of the literature undertaken since 1980 indicate that children with special needs placed in inclusive settings make at least as much progress on standardized measures of cognitive, language, motor, and social development as children in self-contained special education settings. According to researchers, inclusive placements afford preschool children with special needs learning opportunities that they will not have in a non-inclusive setting.? In addition, some researchers feel that placement in non-special education settings is simply the right and ethical thing to do for these children and their families.

Federal law reflects this understanding by requiring that preschool children with special needs (ages 3 through 5) be provided a free and appropriate public education (FAPE) in the least restrictive environment (LRE) to the maximum extent appropriate. (Whether or not 2 year olds should be included in the LRE requirement is left to the discretion of individual states.)? ?IEP teams must consider for each special needs preschooler whether an inclusive setting, with appropriate aids and supports, will enable the child to be educated alongside his or her non-disabled peers.? Preschoolers may be placed in special needs programs only if the severity or nature of the child?s disability makes a non-inclusive placement impractical.? The rub, however, is that most school districts do not offer preschool programs for non-disabled students. ??

OSEP (Office of Special Education Programs) has made it clear that lack of school-run preschools does not absolve school districts from their obligation to educate special needs preschoolers in the LRE. ??In a February letter from OSEP, school districts are reminded not only of their statutory requirements regarding preschoolers, but also told to be creative in finding alternatives for those young students for whom inclusive settings (defined as a program in which at least 50% of participants are non-disabled) will be beneficial. In securing a non-inclusive setting for a preschool child with special needs, school districts should consider the appropriateness of a kindergarten placement, Head Start programs, public or private preschool programs, community-based child development centers or care facilities, or a child?s home.? If the district determines that a private preschool program is most appropriate, it must be paid for by the school district and not the family to ensure FAPE.

It?s obviously not enough to simply place a preschooler in an inclusive setting and assume all will be well.? The IEP team must plan for success. Many modifications may need to be considered, including environmental adaptations, instructional or curricular modifications, specialized instructional strategies, peer supports, team teaching strategies, assistive technology, or additional adults in the classroom.? These adults may be special ed aids, special education teachers, or itinerant service providers.? A child?s therapy and other related services can also be provided within the classroom.? Classroom teachers and support staff will also need specific support, including training, in order to address IEP goals within the classroom.? With everything properly in place, the special needs preschooler can hopefully learn and play alongside his or her non-disabled peers.

Dewey to consider bankruptcy filing: source

NEW YORK (Reuters) - Ailing law firm Dewey & LeBoeuf is considering a bankruptcy filing as new debtholders take a more aggressive track, shifting away from earlier attempts at an out-of-court liquidation, a person familiar with the matter said on Friday.

The majority of Dewey's partners have quit as a result of concerns about compensation, and $225 million in bank loans and bond debt.

Buyers of distressed debt who have acquired Dewey's debt at a discount on the secondary market are more open to seeing the firm wound down in bankruptcy court rather than out of it, said the person, who requested anonymity because the information was not public.

With the emergence of new creditors, Dewey on Tuesday replaced restructuring adviser Development Specialists Inc. (DSI) with competitor Zolfo Cooper. Joff Mitchell, a senior managing director at Zolfo, is now Dewey's chief restructuring officer, two people familiar with the situation said.

Bill Brandt, chief executive of DSI, confirmed that his firm's involvement in the matter was coming to an end.

"Our firm is transitioning out," Brandt said. "We've been replaced by Zolfo at the insistence of the debt holders. It now becomes a creditor-driven case."

A bankruptcy filing is not certain, and the timing of any potential filing remains unclear. The firm has been consulting with restructuring lawyers since April at the latest, and has retained bankruptcy attorney Albert Togut of law firm Togut Segal & Segal.

Neither Stephen Horvath III, Dewey's executive partner, nor Janis Meyer, its general counsel, responded to requests for comment. Mitchell and a spokesperson for Zolfo also did not respond to requests for comment.

Togut did not respond to a request for comment on Friday.

A spokesman for the firm's primary bank lender, JPMorgan Chase & Co, declined to comment late on Friday.

Once one of the largest law firms in the United States, Dewey & LeBoeuf has lost all but a handful of the 300 partners with which it opened 2012. It has laid off 433 of 533 employees in New York, according to the New York State Labor Department.

Dewey's debtholders have been selling their stakes during the firm's downfall. As of May 3, bankruptcy analyst Kevin Starke of CRT Capital Group said Dewey's $150 million in notes privately placed following a 2010 bond offering were trading at between 45 cents and 55 cents on the dollar on the secondary market.

The shift toward a possible bankruptcy filing would be a major change in direction. As recently as March 12, Martin Bienenstock, formerly a top bankruptcy partner at Dewey and an outgoing member of the firm's office of the chairman, told the Wall Street Journal that the firm had "no plan to file a Chapter 11 bankruptcy."

"We've had a completely non-adversarial relationship with our lenders, and right now the cash we're using is the lender's collateral," he said at the time.

Bienenstock did not respond to a request for comment late on Friday. He was one of four members of Dewey's top management team, the office of the chairman, to decamp to other firms in recent days, joining Proskauer Rose. The last member of that office, Washington, D.C., lobbyist L. Charles Landgraf, said he had joined Arnold & Porter on Wednesday.

Lawsuits are mounting against Dewey. The U.S. Pension Benefit Guaranty Corporation sued the firm Monday in Manhattan federal district court in order to take control of three of the firm's pension plans, which the agency said were underfunded by $80 million.

Bankruptcies are often driven by creditors. On Wednesday, Annette Jarvis of Dorsey & Whitney, a bankruptcy lawyer who represents a group of 51 retired pension partners at Dewey predecessor LeBoeuf Lamb Greene & MacRae, said that in her view the firm "has to be put into a bankruptcy."

Jarvis did not respond to a request for comment on Friday.

MOSCOW (AP) ? Hollywood star Will Smith slapped a male television reporter who he said tried to kiss him on the lips as he walked down the red carpet for the Moscow premiere of "Men in Black III."

The reporter from the Ukrainian television channel 1+1, Vitalii Sediuk, made headlines at the Venice Film Festival in September when he presented a bouquet of clearly unappreciated purple hydrangeas to Madonna and called her "my princess."

Smith was even less charmed by the reporter, who approached him on the carpet outside the movie theater on Friday night and tried to kiss him.

"C'mon man, what the hell is your problem buddy?" Smith said as he pushed Serdiuk away and slapped him lightly across the cheek with the back of his left hand.

"He's lucky I didn't sucker punch him," Smith said to the crowd of journalists and fans. "Oh, I said that on camera. It's all good."

He said Serdiuk kissed him on the mouth, but it was not clear whether the reporter intended to do so or was aiming for his cheek as Smith swiveled to avoid him.

Madonna rebuffed Sediuk rather ungraciously in Venice, saying: "I absolutely loathe hydrangeas." She stashed the flowers under a table before beginning a press conference.

She later made a short silent video called "Madonna's love letter to hydrangeas." The video begins with a sarcastic apology and concludes with subtitles reading "I'm left with the feeling that I still hate hydrangeas."

Do you notice damp walls or floors around your laundry room sink? Check the pipes and fittings for leaks. Are there loose joints in your pipe connections? Tighten loose connections and you may stop an incidental leak without the need to call a plumber. You can also deal with small leaks from holes in a pipe by wrapping the pipe in rubber hose and applying clamps at the top, bottom, and at the source of the leak. Use plumber?s epoxy in small holes designed specifically for these types of leaks.

Another laundry center problem comes from clogs. If you have a buildup of soap, lint, or hair in your laundry room sink drain or floor drain, eventually a clog will form. If you have a water shut-off valve installed on your laundry room sink, turn off the water, and remove the u-shaped pipe and look for the clog. You may need to inspect the straight ends of the pipe on either side to find the clumped hair and soap. Once the clog is removed, your drains will work normally again.
